Changes and developments in industrial recruitment: fast-policy in Southern climes

Having clarified the key actors, elements, and incentives that go into recruitment, and given an account of what the process looks like today, we can return to the question of whether this process looks qualitatively different than it did in 1980. I argue that there are important differences in the process today that reflect a deeper shift in industrial relations at the local level. The best way to frame these changes is in terms of what Peck and Theodore have described as “an ascendant regime of transnational ‘fast-policy’” among local governments that has become globally predominant in the neoliberal era (Peck 2002; Peck and Theodore 2010:195; Peck and Theodore 2015). They summarize these kinds of policy processes:

In fast-policy systems—which have arisen to prominence in tandem with the neoliberal emphasis on technocratically essentialized, “best-practice” policy development—jurisdictions engage in increasingly energetic forms of rapid appraisal, extra-local “lesson-drawing,” technocratic modeling, and accelerated reform, actively enabled by a sprawling network of policy intermediaries and entrepreneurs.
